Under the general direction of the Director of Administrative Operations for the Arthur Ashe Student Health & Wellness Center (Ashe Center), the Human Resources Manager serves as an integral part of the Human Resources team for the Ashe Center and the Student Affairs organization. The Human Resources Manager has primary administrative responsibility for human resource management for the Ashe Center and will provide support to all assigned client departments
The Human Resources Manager, using strong analytical, critical thinking, and problem-solving skills, has responsibilities in the development, implementation, administration, analysis and evaluation of human resource programs, procedures, and standards in human resource management to ensure that there are consistent and equitable practices among the Ashe Center departments. Oversees and reviews such practices to identify, counsel, and remedy occupational health and risk management issues related to personnel, including management of policy-covered employees in different employment classifications and represented staff to ensure contract compliance of the following bargaining units: Teamsters (CX), UAPD (DX), UPTE (HX), UPTE (TX), AFSCME (EX), and CNA (NX). Serves as human resources consultant to leadership, department directors, managers, supervisors and/or leads in personnel/payroll related matters regarding work force planning, compensation, classification, full cycle recruitment, performance management, HR policy interpretation and compliance, and professional development; acts as Ashe representative and liaison with many campus departments, including but not limited to the Vice Chancellor of Student Affairs Office, Campus Human Resources, UCLA Health Human Resources, UCPath Center, Central Resource Unit, Campus Legal, Campus Health and Risk Management, Financial Aid, Transportation Services and other campus departments to carry responsibilities in employee and labor relations, disability accommodation, leave administration, and analyses of human resources data and reporting.
In addition, the Human Resources Manager oversees the administration of personnel and payroll functions in the Ashe Center (and other assigned departments) with approximately 200 career, partial-year-career, contract, limited, per diem, student, interns, volunteers and GSR appointments. Reviews and manages the approval process for all personnel/payroll actions in compliance with UC and departmental policies and procedures. Analyze and make recommendations regarding departmental personnel and payroll policies and procedures. Provides training to managers and supervisors related to UC, campus and departmental policies and procedures, including recruitment and selection, benefits, compensation, personnel changes, leave of absence, progressive discipline, workers' compensation, job accommodation and transitional return to work, and separation. Responsible for compliance with pertinent accreditation standards in the healthcare setting. Monitors and produces reports on compliance with various internal and external regulations, including federal and state medical licensing and immunization requirements for clinical staff. With Director of Administrative Operations, oversees employee performance evaluation and salary increase processes, and employee incentive award programs. Oversees the document-gathering portion of the clinical staff credential verification process.
